A dual approach: separate collection for those who need it, backyard composting for those who can
In Tuzi, Zero Waste Montenegro supported the municipality with a dual bio-waste strategy: 300 households participate in separate organic waste collection, while an additional 50 households adopted backyard composting. The combination meets households where they are: neither forcing everyone into backyard composting nor defaulting to a purely centralised model.

- Other Montenegrin municipalities with mixed urban/rural areas: contact Zero Waste Montenegro to design a similar dual-track system for your territory
- Advocates: 350 households participating in two complementary bio-waste systems is a strong proof point for national bio-waste policy design
